I see that one of the panellists has already declined the post because they wont be able to give a truly impartial result. To make it fair and even 4 members minimum are required, 2 from each side then any stalemates will be ignored in the spirit of justice. This will mean each side will have to work harder to convince the other that they are correct, and it should be done in public so that people can see the evidence for themselves. The investigation should take place in the Hague and be along the lines of a public enquiry with witnesses' being called to give account of the actions and counter actions. That would be very telling when the video footage shows them to be lying about the reality.
