The plane might have had trouble during takeoff or landing - it's the most common time to have trouble. If so, there wouldn't be enouh altitude for parachutes to open. In that case, they'd be better off riding the plane down... though skydivers are often not belted in.

Note that the pilot, who probably was belted in, survived, though he's in critical condition.

Yeah I know. I was "attempting" to be humorous. That's kind of an ironic statement. "Sky divers die in plane crash." I think it had trouble taking off, from what I gathered from the article
