A more modern way to go with the intent of only the most wise to vote would be a written logic test

The founders intent was a majority a democracy of the most wise voters to elect leaders

That intent was not followed and instead destroyed with a democracy of voters including the unwise

And other parts was simply ignored by Andrew Jackson or tore up by Abe Lincoln
