I have no idea how it works in NY, but here the properties are evaluated by the county and they set the taxation. You can fight it if you think you're being charged too much but still, you have to go to a hearing to do it and they still set the value.

Now if NY allows owners to set their own value then it's really subjective as to what the owner thinks the value is and certainly no crime.
