Trump has routinely talked out of both sides of his mouth on immigration. He fans the flames of envy by claiming foreigners are taking away Americans' jobs, while at the same time supporting H1B visas, an increase in Chinese student visas, and immigrant and overseas labor in his own companies.

U.S. law allows companies to hire foreign workers through temporary visas when they can’t fill jobs with U.S. applicants.
The organization tried and failed to get US applicants, and proved that to the Department.
