So, a little brief history first.
1) Trump said he's release the Epstein files before he got back into the White House
2) Trump gets into the White House and then doesn't release the files
3) Congress says he should release them
4) Trump does EVERYTHING he can to stop them being released
5) Congress passes the bill (two months ago) making it law for Trump to release ALL FILES by the 19th December (a month ago).
6) Trump then boasts that he's releasing the files, and that Biden didn't release any (because it wouldn't be Trump without a boast).
7) December 19th comes and Trump releases, at best, 1% of the files. He also threatened to open up cases against people just so he wouldn't have to release many documents.
Now, Trump has released some files, heavily redacted because... who doesn't love a black box?
Now, a month after he's supposed to have released ALL THE FILES he's trying to get out of it again.

Basically saying no federal judge can compel them to release these files. In other words, there is no judiciary, only the executive can make this decision.
