Trump is calling for the money to be returned to the taxpayer. Did he say he was going to confiscate it from California and give it back to the citizens of that state?
It is up to the government of California to do the right thing, which is to give the money back or by giving a tax break to the people to the tune of the cost of the failed project.
Will they? Of course not.
This is why the government is to be fought at all levels.
