In my 21 years of teaching, the only time I got involved with fed rules was in special education and I knew them forwards, backwards and upside down as a teacher and administrator. Other than that, things were generally irrelevant and OK.

In my opinion, most functions could be returned to the states with a small federal bureaucracy to manage block grants to the states and they could be part of something like HHS.
