Veto. If Congress can over ride it then no one can place any of the blame on the president.

He can refuse to sign off on other items they want passed unless spending was cut also.

This is why Trump isn't doing any indoor arenas. Cities won't rent him the indoor venues any more because he still owes them money from 2016 and 2020.
