But Indian "law enforcement" NEEDS those tools and help to avoid having so many "unsolved" violent crimes.. It's a diplomacy issue really and it can be fixed.. The WILL to do that -- just hasnt' gotten enough butt kicked yet...

And are you SHOCKED that either party's priorities change so often? Mostly has to do with pursuing ONLY the things that get them wins and keep their power... NOT fixing anything that has reeked for decades...
