No, but he inherited it. Trump's deal was that all US troops would be out of Afghanistan by May 1, 2021. There was no ceasefire following that date. Trump also agreed to allow the Taliban to strengthen their positions, which made it easier for them to takeover the country.

There were still 2500 soldiers in Afghanistan after the deadline, who would not be enough to defend Kabul from the Taliban, and so Biden was forced to either pull them all out, or send more troops in. He chose to honor Trump's original agreement and pull out the remaining troops.

Since the Taliban have a much stronger military presence than the Afghan government, the Afghan Army chose to stand down instead of fighting, since they no longer had US support, which is why the Taliban were able to take control so easily.

Trump was stupid to ever think that the Taliban were ever going to actually honor their agreement to not overthrow the Afghan government. It's a repeat of his idiocy with North Korea, taking Kim Jong Un at his word that they wouldn't develop any nukes and would stop tests.

The afghan army had barely 175,000 soldiers, most of whom are undertrained and barely better than a militia. And most of those soldiers fled after it became apparent that the US was not going to support them.

The taliban have 75,000 fighhters, but they also have several militia groups and terrorist organizations under their control, and have a long history of bombing, kidnapings, etc. No most of the soldiers in the Afghan army were not willing to be seen fighting them without US support because it would put their families in danger.
