If the Epstein files included grand jury minutes (of his federal case or her federal case), then a directive from Congress to the President or the DOJ doesn’t supersede grand jury secrecy nor does it super cede the sealing of those vase files by a judge or judges.

This being is (in part) back to what I said before: the President likely doesn’t have the legal authority to order the disclosure of those items.

Indeed, as I understand it, in neither Federal (Maxwell’s or Epstein’s) case did any supposed victim testify. An FBI agent did (same one in both cases) and in one of the cases the grand jury also heard from an NYPD detective.

Therefore, it was an investigatory case. And there are rules about the disclosed of such cases, too.

If any of the material arose from a grand jury investigation, DOJ is legally prohibited from releasing it.
