I would like to present a new law.

Any declaration of war upon its passing the members of congress and the senate that voted yes are immediately required to be taken to boot camp. They will be prepared as much as possible for war but will not be eligible to fail out. Old and fat will not keep you from participating. You will be on the first lines of either defense or attack as needed. You will serve a minimum of one month on that line after hostilities have begun. The party you belong to will send a temporary replacement from your state as a place holder until you return.
