Regardless of how he does it, he has promised his voters and if he underdelivers he is in trouble come Mid-Terms and even the GOP in 2028.

There are 20M illegals in America. He wants to hire 10k more ICE agents or whatever. Is he going to demand that these agents NOT keep their oath and just allow illegals to work in certain industries for political purposes? He will hurt the morale and more of his supporters taking this position.

It would appear on the surface that it would create a grey area which his opposition will exploit for their political benefit and hurt Trump and the GOP.
