Smart move, so if he does somehow win, then is is trying to ensure a split congress. Ask any President how easy it is to get anything don when then other party holds the senate majority.

Reps have a 54-46 lead in the senate. Two seats are automatically gone: IL - Kirk and WI - Johnson. Ayotte has stiff competition in Hasan and will probably lose in left of center NH even without Trump's dis. Then you have vulnerable FL, OH and PA. If he lost 2 of them then he would have a near impossible time getting through the small initiative. However the goal in the senate is a filibuster breaking 60.
