This is false. The settlement agreement was not filed with the court.

The Trump team made an agreement with Trump's personal attorney (who is now the acting AG) for the settlement. Once the Trump team and the DOJ came to an agreement, then Team Trump withdrew the case, which ended it.

This was not a court approved settlement.

The statues 28 U.S.C. 509, 510, and 515 are foundational to the Department of Justice's authority to appoint Special Counsels. This was citied in the scotus nixon ruling. its legal because Jack Smith was an "inferior officer".

The United States Department of Justice announced on Monday that acting US Attorney General Todd Blanche (pictured) created "The Anti-Weaponization Fund," which will receive $1.8 billion from the judgment fund to "provide a systematic process to hear and redress claims of others who suffered weaponization and lawfare." The establishment of the fund was part of US President Donald Trump's settlement agreement to drop his $10 billion lawsuit against the Internal Revenue Service (IRS).

The fund will be authorized to issue formal apologies and provide financial compensation to claimants, with any remaining funds after the program ends reverting to the federal government. Filing a claim will be voluntary, with no partisan criteria required for eligibility, and the fund will also submit quarterly reports to the attorney general detailing recipients and the type of relief granted. It will also be subject to audits at the attorney general's direction.

S 509, 510, and 515 as the statutory authority allowing the Attorney General to appoint subordinate officers like special prosecutors.

the only one departing from history on this is Judge Aileen Cannon, which then gets overturned by the 11th circuit.
