The law aimed to reduce to role of prosecutors who “were absurdly superior to judges in the Soviet legal system that persisted in post-Soviet Ukraine” according to Atlantic Council. It also called for a reevaluation of all prosecutors in order to weed out the more corrupt and incompetent ones. Shokin manipulated the process so that the old system mostly remained the same and minimal, ineffective changes were implemented.

He was the largest obstacle to judicial reform in Ukraine. It wasn’t just Joe Biden calling for his ouster, it was the United States government and the European Union.

Biden and his office were very clear on the general prosecutor's probe of Burisma and his son's role:

• Hunter Biden's appointment to the board was widely reported in American media;
• The U.S. Embassy in Kiev that coordinated Biden's work in the country repeatedly and publicly discussed the general prosecutor's case against Burisma;
• Great Britain took very public action against Burisma while Joe Biden was working with that government on Ukraine issues;
• Biden's office was quoted, on the record, acknowledging Hunter Biden's role in Burisma in a New York Times article about the general prosecutor's Burisma case that appeared four months before Biden's Billion Dollar Bounty forced the firing of Shokin. The vice president's office claimed that Hunter Biden was a lawyer free to pursue his own private business deals even while his Dad was point man for their countries aid from the US Taxpayer.
• It's not uncommon for foreign corporations to give 50,000 a month to the VP's kid for skills he doesn't have while his Dad is passing out US aid to the country, even though they could point out no other examples.

Lutsenko — the Ukrainian prosecutor that Biden once hailed as a “solid” replacement for Shokin — began looking into what happened with the Burisma case that had been shut down.

Lutsenko says that while reviewing the Burisma investigative files, he discovered “members of the Board obtained funds as well as another U.S.-based legal entity, Rosemont Seneca Partners LLC, for consulting services.” Rosemont is an investment firm connected with Kerry's son and Joe Biden's son.

Lutsenko said some of the evidence he knows about in the Burisma case may interest U.S. authorities and he’d like to present that information to new U.S. Attorney General William Barr, particularly the vice president’s intervention.

“Unfortunately, Mr. Biden had correlated and connected this aid with some of the HR (personnel) issues and changes in the prosecutor’s office,” Lutsenko said.

Nazar Kholodnytskyi, the lead anti-corruption prosecutor in Lutsenko’s office, confirmed that part of the Burisma investigation was reopened in 2018, after Joe Biden openly bragged about his Billion Dollar Bounty that got his son's prosecutor fired. "We were able to start this case again,” Kholodnytskyi said.

But he said the separate Ukrainian police agency that investigates corruption has dragged its feet in gathering evidence. “We don’t see any result from this case one year after the reopening because of some external influence,” he said, declining to be more specific.

So, according the current prosecutor, it was Biden Shooting Off His Mouth about the Billion Dollar Bounty that got the case reopened, not Trump's phone call. Trump merely encouraged them to keep digging. And with the US dollars involved, it was Trump's duty to encourage him to do so.

And not for investigating Burisma Holdings, but for refusing to take actions against them. In 2014, the U.K. froze Burisma's assets due to apparent corruption. In early 2015, a British court reversed that because the prosecutor general's office refused to turn over related documentation from an ongoing investigation of their own. Shokin was installed but according to news reports, he left the investigation on hold. It was lack of transparency and corruption in Ukraine's prosecutor general's office which prompted the U.S. government, led by Biden, to use a billion dollars of loan guarantees as leverage to get Ukraine to replace Shokin. And that was merely to replace him -- it wasn't to shut down an investigation.

Wait a minute! Wouldn't that be you using the same logic as applied to President Trump? He was merely replaced and that the investigation was not shut down, and that Trump firing Comey was NOT obstructing justice?
