Useless. Didn't a pretty good bill just get blocked by 14 republicans? First of all, the government never shuts down. At worst, small, non-essential parts of it only are shut down. The tiny parts that actually matter to and help people. The parts they care about always stay running. Second, the democrats would let hell freeze over and still never acquiesce to the GOP. Instead, they will make fools of the GOP every time because they control most of the media.

As usual, the GOP will bluster, the Dems will stand firm while painting the GOP as some lascivious trots of sinister intent in the press, they will call the GOP's hand and finally, the GOP will fold in a terrible sweat, blame themselves (or Trump), then give the Dem most if not everything they wanted anyway.
