So you're trying to say that black Detroit voters are illiterate, have any proof of that?

If they only counted black illiteracy, it would be much higher than 47%. The other races helped get that number down to 47%. So to answer your question, yeah, black people in Detroit are dumb as ****. Its too bad so many people make excuses for black unacceptionalism. The black community needs a strong dose of criticism and shame if they are ever going to fix these problems. Lefties will never give black people the criticism they need and deserve.
