How could a President of the United States not seek out qualified people to run the county you are now in charge of? How could you not want to be successful?
The answer is easy: You have no interest in running the country. You don't care what happens to the country, or if any of these people know what they are doing. You care about enriching yourself and increasing your power, and you need people who will not question you, and attack those who do. That's all you are concerned with, yourself. The country is not your concern.
Why do so many American muppets believe that something else is happening, that this man is interested in what happens to the country? He does not care, and never did, he only likes the power that comes from playing Monopoly, collecting as much money, real estate, and merchandise as he possibly can. Once enriched, his thoughts turn to retribution, and with power comes aggression.
I think that is where he gains his strongest influence with the muppets, his willingness to go after their shared enemies, and extra judicial means are preferred by both. Neither of these allied groups care what happens to the country as it collapses all around them. There are too many historical examples to list here, the most spectacular, and recent, happening to various European countries in WWII.
