Read that article or another making same point last night. Having our CDC experts co-located with China, would have given a better heads up, but not sure it would have made a difference. Cutting funding by HHS for CDC to staff those (actually few) position probably was penny wise but dollar foolish (as president said on another corona virus topic last night), of course hindsight is 20/20. Our response at time of cutoff of China air travel should have included testing and quarantining all travelers arriving and having arrived with a week or so. Many of steps take or not taken, statements made or not made were to keep the public calm, because our president more worried about his image for re-election initially that the threat of a pandemic he was too small minded to understand and believe. The Chinese were of similar mindset, keeping it close to the vest until certain they were screwed.
You could lambast administration for cutting funding to the co-located positions, where in this instance turned around and bit us almost immediate, but how many other positions, policies and programs have been cut, where you thought, "Hey, that'll save us some bucks"? Cutting programs and rolling back policies is what they were elected to do. Obviously, I will not be voting for him in Nov., but he response and responsibility for impeding early warning are just another symptom of his shortsighted approach, which is his real problem.
