biden came up with this rule. he put it in play. much like the "nuclear option" was a democratic trick that got used against them. as far as i'm concerned we need to spell this out as a YES/NO and period. done. no more political games of advantage on things like this. you're in office, you can make the pick until your last day. getting it approved however, now that seems to be the killer on both sides.
