as you stated he, "appears" hmmm...I respectfully disagree. The individuals who fled the Trump administration after 2016 were never really his core constituency to begin with. They were RINOs, NeverTrumpers, and the like. This time he appears to be nominating individuals who have both a philosophical and personal loyalty to the President-elect. We will see.
Adam Schiff said there already to appears to be a flaw in Trump's vetting process that is supposed to go through the FBI first to make sure a president-elect is not embarrassed, yet Gaetz got by and embarrassed him. Schiff also says Tulsi is a very bad choice due to her foreign connections/friends, same thing Nikki Haley has said about her, but we shall see.
