He did it in writing, very formally. He did not have to do that, but he wanted to take away the any excuse the FBI might dream up to stonewall as Trump suspected they were doing. He only wanted to get the copies that the PRA says he legally has a right to.

Guess what? The FBI stonewalled anyway, and never gave him the copies. They made no excuse, just ignored the president's written directive, like the rogue agency they are. Hard to blame a duly elected president from enforcing the law himself, once the agencies who are supposed to enforce it refuse.

The National Archives contacts the agencies that relate to the subject matter in the document, for declassification or determining unauthorized release would damage national security.
If that agency decides it would, the document remains classified.
