Nope. The individual accused in the recent Washington D.C. National Guard shooting, Rahmanullah Lakanwal, came to the United States in September 2021. He arrived under the Operation Allies Welcome program, which was a U.S. government effort to resettle vulnerable Afghans who had worked with U.S. forces and feared retribution after the Taliban takeover of Afghanistan. Lakanwal had worked with a CIA-backed paramilitary unit in Afghanistan. He was later granted asylum in April 2025.
