Trump agrees with democrats, in that government shut down was big factor this election cycle

Donald Trump seems to agree with democrats, in that most people seem to blame the GOP for the government shut down even though the GOP just wanted to resume normal spending, but the DNC demanded huge subsides for Obamacare since the legislation they passed is unaffordable.

If they are correct, should democrats shut down the government before the midterms?
