The troops should be thinking of battle-plans ahead of time...

1. declare a state of emergency
2. pick an area where regular violent protests occur
3. pre-position troops to surround that area but keep them out of sight
4. wait until the next round of violence begins
5. have the troops close the trap from all sides ( in order to get them ALL, including a thin second line to catch the leakers )
6. arrest them under military law
7. hold them in Federal prison facilities
8. use surveillance cameras and other technologies to separate the Watchers from Active Violent Participants
9. indict them on Federal charges to be tried in Federal court - no cashless bail - try them in a Federal Court unsympathetic to the Left

Special consideration and lighter indictments and sentencing offered to those who identify ringleaders and instigators and funders.
