In a press release from the police department, it says, "Detectives were able to obtain video of the crime, in which a vehicle is seen intentionally 'burning out' and applying tire tread marks across the length of the mural."

SCOTUS has ruled that burning the flag is protected by the first amendment. This paint on the street made it part of the street, the sole purpose being transportation. Just because they turned their wheels a bit faster and left some rubber is not something every vehicle using that street doesn't do albeit at a slower rate. Fake news for a non event.

They can charge you with anything. It is unlikely they will convict them and if they do, SCOTUS will overturn it. Bottom line, it is a public street that has traffic going down it. Every person driving on that road does some damage to it. Do you have a threshold in law that makes this damage any greater than anyone else's.
