They are doing a controlled burn of vinyl chloride. When vinyl chloride is burned it releases hydrogen chloride and phosgene gas.

Phosgene gas was responsible for the vast majority of the chemical weapons deaths in WWI.

This is awful and infuriating. People are going to die, and die horribly. It's like the movie Erin Brocovich come to life--only on a much bigger scale.

It's already killed a bunch of pets and wildlife, but not any people yet so who cares. Unless it kills someone immediately we cannot say anyone has been killed. Whatever that we lit off a huge toxic carcinogenic plume covering a massive area encompassing critical water basins.

While we are at it, **** those vets exposed to agent orange. They weren't killed outright. Or the soldiers subject to nuclear testing and fallout in Nevada. Or those exposed to burn pits. Unless they died on the spot, doesn't count.
