Sorry, doesn't make any sense.

Not only did he know the attack was coming, he directed an open seas order north of Hawaii preventing any shipping from using the area and exposing the Japanese fleets approach. Then he failed to warn commanders at Pearl, then he fired them after the attack and scapegoated them.

FDR was a real scumbag.
