I'm not even sure the Feds can legally institute Martial Law on their own. When it was done in the past it was usually by a General in an area where Civilian Government had virtually ceased to function.

He can't, and he won't, turn Federal Troops loose inside our Country to chase down Illegals. It just ain't gonna happen.

He might use them in some other fashion -- Maybe to guard internment camps or on the Border, but not performing Law Enforcement duties inside the Country.

The Military is a a frightening institution. They kill people. It's what they do. They break things and they kill people. I don't want them in the streets chasing down Juan and Julio.
