Traffic citations when no one is harmed is a punishment meant to generate revenue- people still break traffic laws so the citations prevent nothing, they just punish the few- there are so many federal laws on the books they can't be counted and it's estimated everyone breaks at least 3 a day- I doubt that's what the founders had in mind.
