Ideally the Republican crooks should be outed as quickly as possible to minimize adverse effects in 2018.

Ideally the Democratic crooks should be outed as close to the election as possible to maximize adverse effects.

The letter being sent to the states requesting publically available data means that the potential for the Ds to do things that are incredibly stupid would appear to be maximized. It appears the Rs will get their dirty laundry out as soon as possible. The Ds are likely to litigate and hang themselves slowly.

The flaw in your reasoning would be that there are no Democratic vote fraud crooks, and that Republicans will lie about supposed vote fraud no matter what the timetable is.
