I do see your point but the problem is; the government 'Social Service' agencies that are charged with this responsibility are overwhelmingly staffed with people that are plucked from the bottom of the employment pool.
Many are on power trips, or prone to making decisions based on such things as an array of personal biases, prejudices, emotions or simply because some child's mother reminds her of the bitch who slept with her boyfriend in high school.
Even more alarming is the fact that many of these low grade government employees are as dumb as a B-grade horror movie and lazy as a sow.
