The yearly deficit has to be reduced from the levels of the previous administration. The government grew massively also. Making changes that last will take more than one piece of legislation. Perhaps multiple ones. Even if they wanted to it is possible they would lose the next election cycle and the cycle returns.

The government size, scope and spending have increased for decades, regardless of which party was in the majority.
Republicans campaign on reducing all of that, and increase it after getting elected.
