Actually, this is a great question, and the weird part is that the police refuse to share the CCTV or explain what led up to her pulling the axe and knife. With the current nature of the UK police, the girls were touched, sexually harassed, and one got arrested for defending themselves "illegally".

I've heard the other account where the guy grabbed the younger daughter in a bad way, and this was the result. There were two sisters and a friend present, the oldest being 14.

I've been trying to reserve judgment here until the facts are shared, but it doesn't appear that is going to happen. When the facts are not shared, you can almost always side with the facts that hurt the group the government protects.
