Massachusetts is a MAY Issue state. The Right of self-defense is greatly restricted, nevermind the right to bear arms. You need a permit for pepper spray and stun guns/tasers in this state.

Odds are it was because of mental health or substance abuse treatment within the last 5 years. Those histories are up to the discretion of the judge as to whether or not issue the permit.

I have a VA CCP and there is no question on the form asking for justificaiton.
