This is the 2nd denial of cc permit in Virginia.

This one apparently says no demonstrated reason for need, the other one was never explained. Virginia is still a 'shall issue' as far as I know.

Here in Massachusetts we suggest people use the phrase “All Lawful Purposes” when answering the Reason for Issuance question. If not the state WILL limit your permit to whatever you put there.

Good luck with this in VA.
 
I can't read that. I'm not even sure it's English.
I can't even tell how many words long the sentence is. It is either seven or eight words long.

I am reasonably sure it is English though. The only word I made out is the sixth (or seventh?) word. I am pretty sure that word is, "for."

Perhaps the applicant did not take the proper concealed course?

To qualify for a concealed pistol permit in Virginia, applicants must meet the following criteria:
  • Be at least 21 years old.
  • Be a resident of Virginia or have a business or property interest in the state.
  • Not have a felony conviction or certain misdemeanor convictions involving violence.
  • Not be subject to a restraining order or have been involuntarily admitted to a mental health facility.

  • Demonstrate competence with a handgun by completing a state-approved firearms training course.
  • Not be a habitual drunkard or drug user.
  • Not have been discharged from the Armed Forces under dishonorable conditions.
  • Not be subject to an Emergency Substantial Risk Order or Substantial Risk Order.

In Texas "I want one" is the reason.

Unfortunately I’m not in Texas. In Massachusetts it largely depends on your local police chief.,some are very helpful while others won’t issue for any reason and the appeal process is a horror show.

What business is it of theirs why you cant to carry a gun? Do we not understand that this is a constitutional right?

Does anyone ask you why you need a driver's license what you intend to do with your car or where you intend to drive it?
