I am reasonably sure it is English though. The only word I made out is the sixth (or seventh?) word. I am pretty sure that word is, "for."

There is a dot over the first letter in 'qualification' , consistent with the other dots, and the l is crossed like a t.I made out:

In Texas "I want one" is the reason.Here in Massachusetts we suggest people use the phrase “All Lawful Purposes” when answering the Reason for Issuance question. If not the state WILL limit your permit to whatever you put there.

Unfortunately I’m not in Texas. In Massachusetts it largely depends on your local police chief.,some are very helpful while others won’t issue for any reason and the appeal process is a horror show.In Texas "I want one" is the reason.
