Yep. But military officers are duty bound to disobey unsound orders. They'll likely be court-martialed, and will need to defend their decision, but if the order is found conflict with the Uniform Code of Military Justice, they'll be exonerated.

I'm not actually sure we should crush the insurrectionist cities. Once all other jurisdictions begin deporting their illegals (the criminals first) and these cities proclaim that they are a haven for illegal alien criminals, they'll all go to these holdout resistance bastions.
