I lived in Texas for a couple years and went to the museums, etc.
The Texas Rangers were notorious for breaking the law, being racist, etc.
So is ICE.
ICE members should know better than to do anything without judicial due process.
And my own personal experience with ICE has always been they are criminals to the highest degree.

If they were enforcing the law, then they would know the law says Mexicans are supposed to have uninhibited access to what used to be parts of Mexico.
Mexicans who own land in the US are not supposed to have to become citizens, and can not be interfered with. The Mexicans are not Spanish colonists like we are in the US. They are natives, so have native rights to all of the Americas.

The precedent has always been that every act by Congress or the Executive is always to be reviewed by the courts.
For example, when the SCOTUS forced states to implement school busing in order to reduce the obvious racial discrimination in many school system.
So Jackson is right and Barret is wrong.

Presidents need statutes before they are authorized to do anything.
There never has to be a statute to specifically prevent a presidential action.

Here is an example.
Lets say Trump wants to start executing illegal immigrants.
You don't need to find a statute in order to know that is illegal.
For it to be legal, there first has to be a statute that gave the president that authority.
Anything not specifically authorizes is by default, illegal.

You've got it backwards. Anything not precisely ruled illegal by a law or Executive Order is LEGAL. It's the same concept as innocent until proven guilty.

What people forget is that almost all of the states purchased by the US from Mexico, had the land owned by Mexicans with Spanish Land Grants the US was supposed to honor.
But what do you think happened to cause almost all of those Spanish Land Grants to disappear? ( A Spanish Land Grant can't be sold. It is deeded to the family ancestors, much like a reservation.)

And while ICE is not the Texas Rangers, they are both examples of majority racism against individuals.

Land grants can be sold and have been many times. You won't find a single Spanish Land Grant anywhere in South or Central America that is still in the hands of the family that was granted it by the crown of Spain.
