Mueller clearly accepted the DOJ policy that a sitting President could not be prosecuted so he made no recommendation. He did specifically state that Trump was not exonerated and urged Congress to investigate further.

It isn't "so he made no recommendation." His decision had nothing to do with the rule against indicting a sitting President. Ken Starr didn't hesitate to state that Clinton committed numerous violations.

Actually he was charged with rendering a decision, and he punted. Barr spoke with Mueller about his report. He also had Mueller personally do some of the redactions. Mueller had no objection to Barr's decisions. He only objected to the way the media was covering Mueller's report which was a $30 Million Dollar, nearly 3 year, 2,5000 subpoena BUST & Hoax.
