It was an occupation. Once Noreiga was captured, we left.

WE DID NOT KEEP IT.

Exactly like when Reagan occupied Grenada. Or when the US occupied Haiti.

Hell, I think we even occupied part of Russia at one point.

And Germany.

And Japan.

And Italy.

The second panama treaty established the right of the US to use the military force if the passage of US vessels was interfered with. It does not give the right to the US to take it back simply because Panama uses a chinese contractor who doesn't interfere with US vessels passing through the canal.
