They have early voting in most all states, so there really shouldn't be mass mail-in voting. Mail-in voting should be for military and people who have an illness/job/school preventing them from voting in person.
ALL mail-in votes should have to be received by the time polls close in the select state. If your ballots is late to bad, that's the risk you accept in voting by mail. The only exception should be for military overseas votes.
