People who commit rape should be punished.
Anyone who tries to make it easier to get away with rape shouldn't be in a position of authority.

Well yes, but now any commanding officer of an alleged abuser can end a prosecution. The military has had decades to change that. Even McConnell is for legislation. It's held up by Jack Reed and Jim Inhofe, who frankly have no oversite either because they are senators for life.
 
I can see some sense in this in CONUS locations, but there are significant problems with trying to apply this to those deployed, particularly in combat zones.

I agree. It's like taking a flame thrower to a camp fire that everyone refused to light with a match. The bill has not made it out of committee before because of Reed and Inhofe. Reed may be loosening his noose. I think the end game may be to give the military no choice but to devise a means to judge probable cause independently and with objective standards and oversite.

Imagine the frustration not only from real victims but military police who investigate and support a crime only to have a commanding officer of the perp deep six it. Not exactly a moral booster.

It's just Obama looking for more job opportunities for lawyers.
Imagine this: A female soldier can claim sexual-harassment every time she gets passed over for promotion they can unleash an army of lawyers to tear apart a military unit.
The Chinese and Russians would love that situation.
