I dont like your version cuz you are focusing on taking away welfare and medical care for the poor. I appreciate the cap gains break and SS cap. Not sure I understand the transaction tax - seems like a tax on wealthy investors so I might be good with it.
1. Not taking anything away from the poor, just splitting the costs 50/50 state/Feds
2. The "transaction tax" is to stop computer traders, day traders, all high volume short term trades. Most people are stuck with "buy and hold" while the big shots play games. A transaction tax would make stocks more fair.

Make life the basis (life being, after all, the only absolute upon which any "value" is based), and adjust the general population's share accordingly.
