For the adult population, I'd prefer churches and non-profit organizations deal with the social safety net. It's my feeling that coming from these non-government places would provide less of a sense of entitlement and abled individuals would be more inclined to get people off the reliance on such assistance.

Regarding children, I'd be supportive of the government at any level providing grants to non-profit organizations that help care for children born into situations they have no control over.

They don't have enough money. I worked in not-for-profits for about 30 years. We pay taxes, and there is nothing wrong with us getting back our tax money by investing in human safety and well-being.
