You make it your problem to solve so other countries don't have to.

When your citizens form military groups which run counter to your aspirations as government, you make it extremely uncomfortable for your citizens to belong to one of those groups; you monitor them; you arrest them; you try them for crimes; you incarcerate them.

You. Have. To. Have. The. Capacity. To. Apply. Sovereignty. Within. Your. Own. Territory.
