The best person should be hired for a job. The “best” person should include qualifications as well as temperament, reputation, etc. For high profile positions in particular, the question of can this person technically do the job vs how would they represent the company/country are equally important. There are often many who are technically capable, but there is one that stands out as being the “best” to represent the company.

Race and sex should not be part of that decision at any point during the hiring process.
