I don't think it's a large number of people. There's more than one way to leave a sinking ship. The war profiteers, mercs and spooks had their own ride out of there and they are not all that eager to tell anyone about it. The rest dragged their feet for reasons we can only guess. I get the sense that a lot of shady black market deals got made and a lot of cash got moved at the last minute. It's really the only reason I can think of why it seems like so many just stayed.
