As I said... we’ve been in an extra-Constitutional state of existence since 1861. No administration since then has done anything to fix it. Most have simply worsened the situation.

Given my Authoritarian preferences I’d disenfranchise probably 85-90% of American voters, so I’m not the best choice to answer your Pennsylvania question.
